You cannot, in order to start a meet-me the meet-me softkey event needs to be received by CUCM.

If it was CME you could:
Cisco Unified CME 8.0 adds support for Unlocked MeetMe Conference. When you unlock MeetMe conference bridge in Cisco Unified CME, the user can initiate a MeetMe conference without pressing the MeetMe soft key, which would allow the external callers to initiate a MeetMe conference.
Since CME usually inherites most of its feature set from the higher end CUCM, I am suprised we have one here that isnt available in CUCM. When I looked to see if it was coming, I found this thread:

Hi,
If you have a Voice Gateway with CME license you can use the Unlocked Meet Conference to allow meet-me conference to be initiated from PSTN. On CUCM side you just need a trunk to the gateway and point route patterns to it.
