Is there any way to list a user in a directory if they haven't recorded a greeting or name? I have several folks that will not record a greeting or username. Thanks

Not for outside callers to find by name, no. If someone spells a name and there are multiple matches, with no voice name to include as confirmation in the list the conversation gets more than a little awkward.
Subscribers can still address to these users, of course, but outside callers will not be able to find them by spelling their name unless they have a voice name recorded (greeting does not come into play here).
Best suggestion - use Subscriber Information Dump to find which users have not recorded their names and "encourage them to do it" or record one for them.
