Okay, so I have existing users on Unity connection 8.5, but the entire office is moving to another region where I have a completely separate 10.5 cluster. Is there a way for me to migrate those users to the new cluster while retaining the voice mail and recorded names?
These users are only a subset of the users on the 8.5 cluster. Not every mail box should be migrated.

Jacob,
Please refer to below guide, you can use COBRAS, to import/export the users along with messages read/unread. But I think it will do export/import all, have a read through below migration guide

Hi Terry, thanks for the help and sorry for the late reply.
I used the COBRAS tool to move a single user successfully. The only thing I would add to what you said is that when you export you get everyone's recordings, but on import you can choose a single user, a list from csv, or all users from the database.
