Multiple Independent Call Managers over a WAN

Here's the deal, Remote Office 1 has Call Manager and Remote Office 2 has Call Manager and UCCX.  The Call Manager systems are completely independent of each other, they do not talk to each other at all.  There has been a request to get one of the departments at Remote Office 1 on Remote Office 2's UCCX system.  The offices are connected over a WAN so I know that I can just point the phones to Remote Office 2's Call Manager and set them up that way.  My concern is local dialing at Remote Office 1.  Can you have Call Manager talk to different routers depending on location?  What's the best way to approach this?

I guess you can do it this way..

Create an ICT between 2 of the CUCM clusters. For Remote office 1 users which are registered to Remote office 2 CUCM, create a unique dialing pattern for dialing out locally from Remote Office 1 & route this pattern back through the ICT to a PSTN router at Remote office 1. Not the best approach though but that's what I can think of at the moment.

An ideal approach would be to have these 2 remote sites part of single CUCM cluster & deploy the UCCX HAoWAN setup. That way, both side users are part of UCCX & have their own local dialing facility, the simpler way.
