Phone unable to register after upgrade to cucm 8.6

Hello all,

After I upgrade cucm to 8.6, all phone is not registered to cucm. Status message shows tftp timeout. I check the tftp services, it is inactive. But when I try to activate in serviceability, theres no services showns. Refer attached. Then I reboot the cucm. tftp is active, but still phone unable to register. Also why there is no services shown in service activation and control center - feature services?

While I can certainly perform those actions, I'm not sure how that will help to address the problem.  I only have one UCM publisher server within the network.  If I simply reinstall, I would expect the same problem to occur unless another variable is changed.

With lack of options available, I decided to proceed with the upgrade again, and it worked!  The only thing that hadchanged since the first upgrade was the amount of RAM in the server - the first upgrade had 2 GB of RAM while the second attempt had 4 GB of RAM, which is necessary when upgrading to 8.6(2).
