Playing a recording before all inbound calls

I am looking for a way to route all inbound calls to a recorded greeting prior to routing the call to the original called party.

Call flow would be from a SIP PSTN to CUBE to CUCM 11.5 to user.

Is there a way to use the inbound CSS on the SIP trunk from CUBE route route to an announcement on the CUCM then have it use the original called party to route the call after the message played?

Unity Connection has a "Route from next routing rule" option that can be used for this type of "snow day" feature (i.e. everyone calling in hears a message and then the call is routed to where it would have gone normally after that).
