Question with ELM server supported in one MCS 7835 I3-K9-CMC2

I have a question with Cisco ELM clould be co-resident (converge) in an server MCS 7835 I3-K9-CMC2 more the CUCM and  with 1139 users

ELM is supported in the same HW platforms as CUCM, as co-res, or standalone.

and what about the number of users, no problem?

when it comes to N number of users is desirable to run ELM in other server?

or users do not matter?

They matter, but only if you're thinking on huge deployments where you need redundancy, you might need a separate server, and the smallest server/OVA would suffice.

ELM only works when you do something in the product interface that consumes/releases licenses, the rest of the time it's idle.
