Can we extention the dialing time on a single phone. Example, dial 8, to activiate outside line, then dial the area code, then look away to find the rest of the number, by the time you find the rest of the number, the display has cleared, if you do not pick up the handset or if you have picked up the handset, it dials the 4 numbers and saids the call cannot be completed. Can we increase this time per user?

Hi,
Yes this time can be increased. It is called the T.302 timer in CUCM. You can increase the timer by going to System > Service Parameters > Cisco CallManager > T302
In CUCM Express (or CME), you can do the same using the following commands:
telephony-service
timeouts interdigit <time in seconds>

Awesome, but I can do this per user or per phone and not the entire system?

Tim Y is correct, you can not modify the inter-digit timeout on a per-phone basis.
If extending the inter-digit timeout is not a good enough option for you, you can try teaching your users to "en-bloc" dial. This consists of the user typing in the phone number they would like to dial, and then picking up the handset after they have dialed the number. This sends the whole "block" of digits to CUCM or CME in one block. The benefit to this method is it allows the user to spend more time entering digits.
