if you are configured for 24 ports and you have an HA license, is that 12 ports per server; or 24 ports per server?

Yes as Jaime has correctly pointed, your total capacity will be ports/server x 2.
And Unity Connection HA is free (I guess post 8.X) and there is no requirement for any license - since your title says HA license - To clarify CUC no longer needs HA license like CUCM - UCCX still does.

OK so 24 ports per server then! I create the firstserver, bring up 24 ports they register and all is well. I bring up the second server, use the wizard to create a new vm and add 24 ports to it. Sign into the new server and note it shows the original 24 ports from the existing port group. I create a new port group and try to add the 24 ports create and it indicates it cant do it because it can only be configured for 24 ports? Version 10.5
