I've installed a VMIVR-VM-MBX license on a CUE 8.0.2 and the license is now showing as Active, Not In Use. If I try and create any mailboxes I see the error; 'Mailbox create error: There is no active mailbox license'. The system has been reloaded. How do I make this license 'Active, In Use'?
Many thanks.

Many thanks for your reply Rob. The following information is purely for anyone else who encounters a simlar situation. I had tried that command previously after installing the mailbox license but it appeared to be activating the evaluation license rather than the installed permanent one. This document - http://www.cisco.com/en/US/docs/voice_ip_comm/unity_exp/rel7_1/Licensing/Using_CSL.html#wp1093737 - seemed to suggest that the license activate command was only used for activating evaluation licenses. I later realised that the evaluation mailbox license had a priority of High whilst the installed license was only Medium - this explained why the activation command was activating the evaluation license. I changed the evalaution license priority down to low and the permanent license status changed to Active, In Use, but as the document referenced above seemed to imply that the license activate command only applied to eval licenses I had not retried it since. The permanent license is now showing as Active, In Use.

Great post, thanks a million! I could find my way out of my customer's license troubles:
On a CUE 8.5 system (ISM), 5 Mailbox and 4 VMIVR Port licenses have been ordered directly from Cisco. CTI Ports or VoiceMail Boxes could not be configured via GUI or CLI:
CTI Port maximum limit exceeded
Mailbox create error: There is no active mailbox license
Permanent Licenses showed "Active, not in Use":
1. set Eval License Prio to high (from "none"; "low" could not be entered)
2. reload, Eval License was working
3. set Eval License Prio to low (could now be entered)
4. reload, Permanent License was "active, in use" and working
