We have Cisco Unity integrated with O365 for Unified Messaging. I see from this URL that only 1800 users are supported with one service account and if we need more then we need to add another service and associated additional users.
It's not going to restrict you from adding more, but you'll be outside the scope of performance testing and feature scaling support. If you need to call TAC, you'll be asked to move users to a second UM service account.
