This is a very vague requirement here. It depends on many factors like on premise or cloud, need for video, messaging needs. There are many factors here so I would recommend a whiteboarding/design session with a partner and if you are a partner then work with your local Cisco team
I'm inclined to agree with Srinivasan, but if it's just a start-up with 8000 square feet I would perhaps consider the small to medium enterprise equipment. For example:
Be careful on CCME, sure it's there as a product but the roadmap today is BE4K or webex calling, hence my point on what is the direction/strategy etc is important. For example CUE has had no dev forever, so the focus is BE4K/BE6K/BE7K for on premise, webex calling(cloud) or partner HCS.
You're quite right that BE4000 would be the appropriate choice for a smaller business requiring an on premises solution.
CME remains under active development for both the BE4000 and itself and remains the solution for multi-service edge / branch CPE opportunities.
CME release 12.3 is due for release at the end of this month, adding support for ELM and the 7832/8332 conference phones. Under the covers, we've continued to improve software quality and security. Beyond this, we have a full development backlog for the next couple of years at least.
CUE10 will be released later this summer, based on an all new operating system that will address some constraints from the past, while providing a platform for ongoing feature development.

Can we get CUE OG updated too? I have been asking that for over a year and this one still is from 2017, not having v CUE showing the new ways to do this with KVM containers or the new UCS-E modules is an issue
