I have a 7962G that iCs running 9.3(1.1S) firmware on CUCM 8.6
When you press the messages button, the phone does nothing and you do not access voicemail. I am able to dial the voicemail pilot directly from that phone and access the mailbox just fine. I have tried performing a factory reset on the phone, but get the same result. Everything I have tried do not affect the functionality of this button.

Hey James,
The first place to check is the Voicemail profile that is set on the DN
page of this 7962 in CUCM.
The relationship between the Message button and the VM profile is shown
in the section of the doc below;
Voice-Mail Profile Configuration
