In UCCX 10.6, is there a way to download a previously uploaded file from the "Document Management" menu, or from the UCCX server directly?

Yes absolutely, simply right click on the file that you need under Document Management and choose Save Link As. In case you need the complete folder, then simply right click on the Folder and choose Save Link As

Edit to the O.P. If you want to download a file that existed on UCCX at some point of time in past but does not exist anymore on UCCX now then it is not possible to download it. There is no way in fact to do that from UCCX side
