Adding subscribers to Unity 8.0 without sending voice mail to their outlook inbox

I have Unity 8.0 which is integrated with Exchange 2007.

Is it possible to add subscribers to the Unity without having voice mails recieved into their outlook inbox.

I have tried to add Internet user but without any luck.
