Call restrictions CUCM 9

Hi guys!
I just finshed to deploy a CUCM 9 platform and I have to deal with restriction.
My question is: Is there a way to block a pattern for one user?

eg: I want a DN to be unable to dial 4XXX pattern

CUCM 9.1.2.11900

In first place, CSS and partitions, then you can also add TPs with block this pattern as/if required
