Which account are you logged into the system with? Can you try to log into the system as the same account associated with the AvCsMgr service as a test?
Usually that error means the currently logged in account does not have rights to bind with an interface (the arbiter) running in that process (the AvCsMgr).
If you are logged in with that account and are still getting that error, then something else is afoot.
