Can Extend and Connect feature be used WITHOUT Jabber?

Client doesn't want to be dependent on Jabber to used this feature.

Nearly all documentation states Jabber is required, at least in versions starting at 9.x. Has this been changed recently so Extend and Connect can be used without a simultaneous Jabber login?

May I ask what you intend to use in place of Jabber for Extend & Connect?

Some users are hoping to be able to embed a code similar to the old days of now-defunct "click to call" where you can control which device to dial out from without having the burden of always being logged in to Jabber. 

I know this goes against convention but it's what the client wants: having the ability to control their phone to dial using software for:

1) dialing out when a DN is registered to multiple devices 

2) being able to choose which device (like the current Extend & Connect allows you to) 

3) not having to be registered to Jabber at that moment.

Extend and Connect requires Jabber, and is listed as a pre-requisite in the 11.x documentation of the feature.

Since this relies on CTI, it *might* be possible to create a similar app to click to call, but it would require custom development.
