I can think of two reasons off the top of my head:
CIPC doesn't have permissions to run the locale installer.
You could try running CIPC as Administrator (Right click on it and go to Run As Administrator)
CIPC cannot download the locale files via TFTP.
You can check the Status messages in the CIPC GUI to see if any errors about TFTP are being shown.
You can try to manually download the files via TFTP to make sure TFTP connections work to this server.
Control Panel > Programs and Features > Turn Windows features on or off > TFTP Client
Start > cmd > tftp -i GET SEP.cnf.xml
The step above will just verify that you can download your config file via TFTP.
