Cisco 2911 with VIC3 E&M module does not support voice-port commands

I have a cisco 2911 with E&M module and am unable to configure the E&M voice ports.  I assume its incorrect IOS, additional hardware or additional license required. 

Any assistance is appreciated.

Router information is below.

running IOS C2900 Software (C2900-UNIVERSALK9-M), Version 15.3(3)

It appears that you are missing DSP's (PVDM module) that would be required with the use of the E&M module;

Your UC[Voice] licenses are already installed.Check for DSPs.

you can run show inventory or show diag to check for DSP/PVDMs installed or not.
