I have 2 7962 VOIP phones in a building with 4 other VOIP phones. These 2 can dial out local/far end but does not receive incoming calls from far end yet the other VOIP phones are working. Any ideas what is going on?

Then you need to look at your CSS and partitions, along with your dial plan to determine what is wrong and why they cannot receive calls.

You need to look at the phone config to find that out, my best guess, without knowing absolutely anything at your config, is that they're using a different config.

Its not make sense that all phones have the same partition. if i understand you right, i recommend to just set partition for all phones to none. so give an opportunity to determine whether the problem with partitions and CSS or not.
