Can anyone say, if 8900 Series phones support video calls in whatever way?
As it's stated in Cisco Product Brochure:
Cisco Unified IP Phone 8961
• Video communications: The phone supports the optional Cisco Unified Video Advantage and VT Camera III application for video communications.
But there seem to be absent any option like "Video Capabilities" in "Phone Settings" section for our CUCM 7.1.5.
As well as, Video Advantage application on PC doesn't see a 8961 phone.

CAST has been added in firmware 9.1, so you need this firmware version and the latest associated device pack, to let CUCM know that the 8961 is video capable:
I have a 9971 on my desk, and it speaks CAST with my CUPC 8.0.

Hmm... There is no problem for my 9971 to make video calls with CUPS too. But we have already 9.1(1) firmware version, and still there is absent video capability in 8961 phone options.
I see Release Notes for 9.1(1) refer to "Administration Guide for Cisco Unified Communications Manager 8.5". But we use CUCM 7.1.5, as Cisco doesn't sell 8.x here in Russia yet.
Do we need CUCM 8.5 for CAST support then? I can't find any references to it in 7.1.5 Admin Guide.

On 8.5 I see video for 8961.
Unfortunately I don't have access to a 7.1(5) system now. If not today, maybe it's coming in the next Device Pack.

I'm curious if you ever found the resolution to this issue? I am experiencing the same problem in 7.1.3

Not yet, so far. But we plan to upgrade our system to 8.6 at the end of this year, and hope it'll help to solve this problem too.

What I wondered: There is no way to connect a Camera to a 8961, or did I miss something?

You can connect a Camera only to 9951/9971.
8941 and 8945 has a camera built in.
With 8961 you can have Video on your desktop with Jabber for Windows Deskphone video mode.
