Hello Team,
Chat conversations are not synced across Cisco Jabber Mobile App and Desktop Client. Sending a message through mobile will not reflecting the desktop messenger and vice versa.

There's no option because your IMP version does not support MDM.
MDM for cloud based has been around for quite some time.

MDM on-prem requires IM&P 11.5

There is no issue here, MDM for on-prem with IM&P is supported, you're just not on a version that supports it.
If you want MDM, you need to upgrade to 11.5
