Cisco Presence 9.1 publisher reinstall

Hello, we have two presence server:

1.Pub

2. Sub

After server crash we lost Pub server "A Cisco DB" not started, Sub worked well.

In documentaion about reinstall Pub only one optional "full reinstall all cluster" and restore from backup.

It is true? Lost publisher and rebuild all cluster?

We can clear install Pub and restore setting and database automatical from Sub?

I was referring the DOC which says that u need to go for "Fresh Install"
