It's mandatory to buy 12 months SWSS when you purchase any CUCM licences.   Once that expires you're not forced to renew as these are perpetual licences.  However without it you won't be entitled to either Cisco support or to receive even minor software updates.

Where does your bill of materials come from, it doesn't look complete.

We aren't purchasing any new CUCM licenses. Moreover, we had got SWSS before and now it is going to expire soon.

it's incomplete and this is few SWSS license and its a big list.

All of the items you show have an SWSS service price, but are perpetual licences.   Without renewing you can continue to use them if you're happy without TAC support and without access to any updates, patches, phone loads etc.

I understand that without the SWSS, customer won't be able to get any updates and support from Cisco TAC. if the customer agrees on this, can we quote the CUCM licenses without the smart net?

Cisco rules say that CUCM licences must be purchased with at least 12 months SWSS in the first instance.  This may vary between territories.

Edit - I just realised you said "can we quote".  If you're a two-tier Cisco Partner then the best way to confirm this would be via your distributor.
