We have ran into an issue that I am hoping someone else has ran across.
We need to be able to have numbers appended to phone calls so that the users do not have to append them each time they dial out.
For example if I was to call 713-855-9898 I would have to proceed that with 0000.
Is there a way to have the 4 zeros appended to the call automatically so that users do not have to dial themselves?

Yes, use translation rules, there are hundreds of threads on the topic, and a lot of configuration guides and examples on cisco.com.
Do a quick search on translation rules on CCO, and you'll find how to configure them, and lots of examples.

Just use the "prefix" command on your outbound dial peer
