CMS cluster: Conferencing operations with no primary database

Hi everyone,

We have an on-prem solution for clustered CMS consisting of a few sites.

Assuming that half or more of our database nodes are down/inaccessible, but some callbridges are still up, what is the behavior of the callbridges which are still accessible to CUCM?

From what I can tell from the documentation, API is in read-only mode so changes can't be done.

https://www.cisco.com/c/en/us/support/docs/conferencing/meeting-server-1000/216270-definition-and-scope-of-a-resilient-cms.html

"When there’s no primary database, no changes are allowed either web GUI or API however SIP calls can work"

How can SIP calls work if API is read-only? Calllegs and meetings are added via API aren't they? Does this mean video calling works normally but any API commands such as DTMF, muting, importance etc. won't work?

Thanks.
