Which means Maximum sustainable call setup rate (Calls per second) in datasheet of CUBE for CSR1000v =  30 ?

AFAIK it means that the system can handle a call setup of 30 calls per second. It can handle more calls simultaneous, but not the initiation of more than 30 calls per second.

If you are asking whether the Cisco spec for the CSR1000v being able to handle 30 new calls per second is true, the answer is yes providing you have built out the CUBE and its connections according to the design guides.
