CUC Upgrade from 10.5.2 to 11.5.1SU2

We tried to upgrade our Unity Connection cluster from 10.5.2 to 11.5.1SU2 but the Publisher rejected the upgrade. We tried the COP file for 10.5.2 to 11.5.1SU1 just to see if it would help but it wouldn't load either. When you check the cluster Service Monitor on the Pub it shows both the Pub and Sub as Primary and the "Make Primary" buttons are both greyed out. Also, next to the button for the Sub there is the statement "Server status change in progress". When you check these same things on the Sub everything appears normal. Below is the output from the "Show CUC Cluster Status" command:

Server Name Member ID Server State Internal State Reason
------------ --------- ------------ ---------------------------- ------
sts-uty01-vp 0 Primary Pri Active Normal
sts-uty02-vp 1 Primary Sec Act Primary Disconnected Normal

SERVER ID STATE STATUS QUEUE CONNECTION CHANGED
-----------------------------------------------------------------------
g_ciscounity_pub 100 Active Local 0
g_ciscounity_sub1 101 Active Connected 0 Mar 15 06:41:05

SERVERS
Server Peer ID State Status Queue Connection Changed
---------------------------------------------------------------------------
g_ciscounity_pub g_ciscounity_pub 100 Active Local 0
g_ciscounity_sub1 101 Active Connected 0 Mar 15 06:41:05
g_ciscounity_sub1 g_ciscounity_pub 100 Suspend Connected 2512540 Mar 15 06:41:05
g_ciscounity_sub1 101 Active Local 0

STATE
Source ER Capture Network Apply
State State State State
---------------------------------------------------------------------------
g_ciscounity_pub Active Running Running Running
g_ciscounity_sub1 Active Running Running Running

I realize that the inability to upgrade to 11.5.2SU2 and the current state of the Pub and Sub are separate problems, but any help with either or both would be greatly appreciated.

I had this same issue upgrading from 10.5.2 to 11.5.1 SU6

The eventual fix was to go to the CLI and set the OS to permissive mode.   I did this on the publisher and the subscriber, though I am not sure it was necessary on the subscriber.

Command "utils os secure permissive"

Once this was done the switch versions was able to proceed.

It was not necessary to re-enable secure mode.   After the upgrade completed, the status went back to "enforcing" without my intervention.
