Hello, a customer requires migration from CUCM 6.1(2) to 7.1(3).
Cisco has announced EoS/EoL for Product Part Number of CUCM Version 7.1 Upgrades:
Customer can't upgrade to version 7.1(5) by global politics of the company. Then, the way to migrate to 7.1(3) could be if customer currently have ESW and UCSS for all the users?

Cisco's release policy is to keep the tip of a release train open for ordering and not make available interim maintenance releases available.
Therefore when 7.1(5) came out, Cisco stopped producing and shipping 7.1(3) media kits.
ESW and UCSS use the Product Upgrade tool (PUT) to provide media and licensing for subscribed customers. When you want to uprade you go to the Product Upgrade Tool, enter your ESW contract number and can order the 7.1 upgrade.
Since Cisco has discontinued producing 7.1(3) media kits, even the PUT tool will only have 7.1(5) available.
If customer got the CUCM 7.1(3) medias and purchase the upgrade to 7.1(5), Cisco could give them the licensing for 7.1(3)?

There is no special licensing for 7.1(3) vs. 7.1(5), So if you order 7.1, you will get 7.1(5) media, and general 7.1 licenses. So if you have 7.1(3) media, you could go that path.
