I just upgrade 7.1.5.35900-7 and install new locals see below
cm-locale-combined_network-7.1.5.1000-1.cop
cm-locale-de_DE-7.1.2.3000-1.cop
cm-locale-en_GB-7.1.2.3000-1.cop
cm-locale-es_ES-7.1.2.3000-1.cop
cm-locale-fr_FR-7.1.2.3000-1.cop
cm-locale-it_IT-7.1.2.3000-1.cop
cm-locale-sv_SE-7.1.2.3000-1.cop
cmterm-IPComm-directorywizard.cop
localeinstaller
then reboot the 1 pub and 4 sub but since then no more system/callmanager alerts in RTMT.
I did create a custom one and working ok but the default are gone.
Any idea?

Can you try restarting "Cisco RIS Data Collector" service on all servers?
