CUCM: How to convert the traditional licensing PLM to Smart Licensing if you are migrating from an OLD version CUCM to 12.5 version.

If your licenses are listed in software.cisco.com you can use the wizard to change from traditional licensing to smart licensing, otherwise, reach out to the licensing TAC and they will assist.

It should be done before doing a migration for CUCM version?

To be on safe side, do it before the Migrations. And make sure that all existing PLM  license are upgraded to version 12.5. 

I have seen cases where the SWSS doesn't  cover all existing license. Because the customer might have made some purchase in between  from a different partner or may be without SWSS. it can also be because of some line items has reached EOL and when renewing the SWSS these line items get auto deleted.

To check if all your existing license on your PLM  are eligible for upgraded, open a Licensing TAC ticket.
