I have CUCM 6 with public ip and i want to connect third-party SIP devices. when connect then i have only one way voice.

What if other phone calls to this phone, do you still get one way voice?

Yes still i have one way voice.
I need that when any one connect to my cucm with third party device (SIP protocol) then i am not using any tunnel or gateway. Then how it can be possible.
Ex. If i have ISP and i want to gave the voip service to end user through CUCM then what we need ? Because end user third party sip device is registered with CUCM but voice is one way.

For your design...ASA Phone proxy feature of ASA would be very good. One way voice and using 3rd party sip device has nothing to do with eachother.
