Mobility softkey is for Mobile Connect functionality not Extension Mobility. It allows user to toggle Single Number Reach feature on/off when phone is On Hook, and it allows user to transfer calls to the remote destinations when there is an active call on the phone. The softkey should only be added to phones that have Mobile Connect configured as otherwise it confuses people.

Extension Mobility - this is a feature that allows you to move your extension, speed dials, and other settings from one physical phone to another by logging in to them.
Mobility - this is basically single-number-reach - someone dials your extension and the call is forked out to simultaneously ring your desk phone and your mobile phone.
