CUCM/Unity Connection 11.5 SU5 Locale for Mexico

I'm wondering what others are doing or have done for locales for Mexico. It doesn't look like there's a specific locale for Spanish for Mexico. I'm on-boarding a site in Mexico and I'm trying to figure out which one is the right one but nothing says Mexico specifically aside from CUCM's combined network installer which I don't think will give me Spanish on the phone displays.

Use Spanish Colombia, there are no Spanish locales for every single Spanish speaking country, if you look at the downloads, there are only two options, either Spain or Colombia.
