CUCM users migration to CME

We have existing CUCM 10.5 setup for around 4000+ users. As a business requirement we want to migrate around 350 users from CUCM to other Cisco solution Cisco Call Manager Express (CME). 

I want to understand how feasible is this?

What components it require?

How we can migrate users seamlessly from CUCM to CME?

What features we lose over CUCM in CME? Cost difference between these two solutions.

There are no tools to migrate anything between those two products in either direction, it's going to be a manual process.

It's going to be a big list of things you lose (I'd assume that was looked into, prior to taking this decision) I'll mention just a few, MRA, IM&P, and directory integration.
