CUE10-VM for CME

Hi Experts!

I am new to UC solution.

I am going to propose CME using ISR4331-V router and some Cisco 7800 series IP Phone for my client. But I am not sure how to quote the licenses CUE10-VM and CUE10-IVR. Is it count by number of IP Phone? Let say there are 50 IP Phones, i need to quote 50 x CUE10-VM and 50 x CUE10-IVR?
