I have tried the workaround posted here with no success:

The application appears in the startup menu but does not start when windows starts. If i sign into the client, and go to the options menu I am unable to select and save the "Automatically start Cisco Unified Personal Communicator"
Anyone else seen this issue? This is an upgrade from CUPS 6>8. These issues existed on their CUPC 6 also.....
