Is it possible to configure a default contact lists and groups for new CUPC users? We are running Presence 8.5.1 and would like to have a preconfigure contact list display when the user initially signs in.

I don't think this is possible. I have checked with Cisco TAC in the past with version 7 and there is no option for it.

Hi,
Dat is right. The contact list of every user is stored in CUP database and not in a file locally in CUPC.
I don't think there is any way you can have a contact list preconfigured.

I'm deploying cups 8.6, I think It's possible with It, there's this section in the deployment guide:
Bulk Import of User Contact Lists:
You can use the Cisco Unified Presence Bulk Assignment Tool (BAT) to import user contact lists into
Cisco Unified Presence. With this tool, you can prepopulate contact lists for new Cisco Unified Presence
client users or add to existing contact lists. To import user contact lists, you must provide BAT with an
input file that contains the user contact lists.
You can check If It's available for your version too.

Anyway you can upgrade your 8.5 cups to 8.6 with the same license, If you want to add this feature.
