Deployment query in China region

Due to language issues in China region , I need some clarification for new Cisco Telephony on prem setup in China. Can we route calls to PSTN from centralized location or we need to deploy router at each location to avoid toll fraud.

AFAIK there is no specific regulations across toll bypass in China. What you choose from the two options is by your preference from what I know.
