Emergency Responder 11.5 - Time Zone on email alerts

I'm working with CER 11.5 where users are spread across multiple time zones. When an email alert is sent to the configured onsite alert user, the time stamp within the alert message uses the time zone of the server. Is there a way I can have the alert message contain the time zone of the Onsite Alert user?
