Hi

If your phones CSS is , it can only dial things in the partition.

You should ensure that all Route Patterns are placed into partitions, that are accessible only to the CSSs that you want to be able to dial externally.

Generally you should avoid all use of the partition.

When you configure a route pattern you get to choose in which partition it will be.

Or if it's configured modify it's config to make sure it's in a partition.

I'd strongly recommend you to read this document to understand CSS and partitions.
