ILS/GDPR replication

We have 3 Spoke cluster and 1 Hub cluster ( SME )
I would like to know how we can restrict advertised pattern from reaching a particular cluster.

For e.g. kindly check attached file which shows ILS overview.
So we have cluster 1, 2 and 3 as spoke cluster. And 1 cluster acting as HUB which is a SME.
Cluster 1 - APAC cluster
Cluster 2 - EMEA cluster
Cluster 3 - AMER cluster

Directory URI of users from each cluster is advertised to other spoke cluster via HUB.
We are planning to test pattern advertisement.

What i want is, If i advertise 1 pattern/number from cluster 1 then it needs to learn only by cluster 2. Cluster 3 should not learn the advertised pattern from cluster 1 ( But cluster 3 should learn Directory URI from cluster 1)
As of now, i dont see any option to complete my request.

Create a blocking pattern on cluster three.

I read about block pattern in ILS before posting this query.. So if i advertise +1 222 333 456 pattern in Cluster 1. It reaches cluster 2 and cluster 3. lets assume i created a ( ILS) block pattern for + 1 222 333 456 in cluster 3. Now if a user from cluster 3 tries to call +1 222 333 456 then he/she gets a busy tone.

CUCM sees learned number is blocked so call stops ..it doesn't try other generic R.P/T.P ( \+.! ) to send via local gateway.
