Issue in Prime Collaboration installation

I am trying to install Cisco Prime Collaborations provision
cpc-provisioning-11.0.0-815-small.ova

first thing, during the instillation it ask me about
Primary nameserver
What does it mean? is it the DNS Server?

2nd thing,  after complete the installation
i can not browse PCP !. it doesn't work
then i logged to PCP CLI i wrote:
show application status cpcm  

There is no service working !

then i write:
application stop cpcm
application start cpcm

but with same result

First off, why PCP 11.0?  It is way past end of sale and about 8 releases behind the current rev?  Generally when PCP services won't come up it is a lack of valid licensing.  Was this installed as a Standard server (option 1) or Advanced/Eval server (option 2)?

Name server is the DNS server.
