Jabber Softphone Incoming Call error cause 1459617833 (CCM_SIP_503_SERVICE_UNAVAILABLE)

Good afternoon.

This problem occurs in Cisco Jabber
when connecting a softphone and not a landline phone.

Incoming calls to this number SoftPhone issues cause 1459617833 - CCM_SIP_503_SERVICE_UNAVAILABLE.

 
At the same time Outgoing calls from Softphone to any number successfully pass.

 

Help me understand why this is happening?

Blocked Antivirus.
When added to exceptions, everything worked.

What is the Jabber soft phone registered to? CUCM, CME, something else?

Soft phone CSF (Product Type:Cisco Unified Client Services Framework)
Active Load ID: Jabber_for_Windows-12.0.1.63173

Can you provide sip traces/debugs

 

you can also run wireshark on the client to get the SIP messaging on the machine that has Jabber installed.

WireShark traffic with an incoming call to the client does not reach anything.

With the outbound I see the SIP Message. (attach screenshot WireShark SIP Messege)

 

I also attach screenshots of CDR CUCM and Traces CUCM (Incoming and outbound calls)
