Kit plus cann not register on cucm 10.5.2.14074-1 with device pack 10.5.2.21167-2

Room Kit plus cann not register on cucm 10.5.2.14074-1 with device pack 10.5.2.21167-2, it shows "Failed: 404 Not Found / Unable to find device/user in database" on kit plus.
device type is Cisco Webex Room Kit Plus

but cucm 10.5.2.14074-1 with device pack 10.5.2.17139-1 work fine,kit plus can register on it.
device type is Spark Room Kit Plus

the Kit Plus Version:ce 9.5.0 fb56c25334b 2018-09-13

I have done a test, after install device pack 10.5.2.21167-2, we need restart cucm cluster. device pack 10.5.2.17139-1 doesn`t need restart cucm.

If you're installing a DevPack to add support for a new endpoint model, a cluster reboot is always required.

This has only changed on 11.5 releases where it's no longer required.

Do not register Auto , Configure manually in CUCM .
