Looking for a CME SDK

My apologies if this is not the right section to post this in.

I'm looking for a SDK for CallManager Express to develop applications to place/receive calls etc..

If necessary, we have a Cisco 3825 Router. CME version 4.1 and CUE version 3.1

I looking a SDK for CME for the newest version , I found that there is a jabber SDK but just for just for CM server 7.1 and above; is there any option of SDK for CME version 9.5 or 10
