Lots of Unity Connection mailboxes - no phones...

Working with a customer (Direct Marketing Firm) that wants to set up CUCM & Unity Connection for the explicit purpose of establishing 1000 voicemail boxes (to receive customer feedback).

If they have no phones, and just 1,000 voicemail boxes, how many CUCM licenses do I need to sell them (if any at all)?  What flavor?  They will have internal extensions established for all the toll-free DNIS termination via a SIP trunk.

If they don't have phones you don't need to worry about CUCM licenses, though I would recommend few in case some phones are required. 

For voicemail you can simply order Unity user mailboxes - UNITYCN10-STD-USR, then on CUCM you just need a wildcard CTI Route point, etc to point all of the DIDs to voicemail. CTI RPs, Translation Patters, etc do not require CUCM licenses.
