Please help me on how to achieve this:
We are planning to migrate our IP Telephony from CUCM 8.X to ver.12 with different IP address (means parallel). However, we want to eliminate on deleting CTL/ITL of phones when migrating.
Is PCD can be used? Can PCD migrate all backup config and CTL/ITL pf phones?
Or is there any possible workaround to achieve this?

PCD can definitely be used for such migration, however changing IP/Hostname will generate new ITL/CTL certs on your migrated CUCM servers. Your best option is to copy CallManager certs from new cluster and upload them to existing cluster so that they can be added to the trust list prior to phones being migrated to the migrated cluster.

No it will not, the existing phones will get their ITL updated to include the CUCM servers and there is no need to reboot the phones. Essentially the trust list in ITL includes both cluster servers.
