New UCMBE-5K configuration

When configuring a new UCMBE-5K using UCL, can the Upgrade Promotion PNs (UPG-BE5K-BA2EN $3.00) be used to upgrade the 50 Basic user licenses included in the bundle to Enhanced users or do you need to use the Ala carte Upgrade PNs (BE5K-BA2EN-UPG $43.00)?  And please confirm that VM licenses would follow the same path.
